Communities Represented
The Massachusetts Harbormaster’s Association, South Shore Chapter, is made up of the following communities.
BOSTON - The Boston Police Harbor Unit, led by Sgt. Phillip Terenzi, Harbormaster City of Boston. The unit patrols the harbor daily to ensure that both commercial and recreational use of the harbor and its islands is safe. The unit also enforces maritime codes and environmental regulations as they apply to these waters. The unit consists of members of the Boston Police who are also avid boaters. Officers assigned to the Harbor Unit are responsible for assisting various state and federal law enforcement agencies and regulatory authorities in the performance of their duties with the Harbor and are relied upon to provide emergency mutual aid to our neighboring towns. The Dive Team also has the responsibility for performing maritime search and rescue missions and is capable of specialized underwater search, rescue, and recovery operations.

The mission of the Quincy Harbormaster is to provide harbor management, marine law enforcement, rescue, and a safe
friendly environment on the Quincy waterfront. The Harbormaster's Department will work in unison with the Quincy Police
Marine Unit to provide this safe environment. We are dedicated to implementing these services to the boating community with
courtesy and professionalism.
QUINCY POLICE MARINE UNIT - The Quincy Police Marine Unit is responsible for policing 26 miles of
coastline and 25 square miles of coastal waters from the Neponset River
to the Fore River including Quincy Bay.
The main functions of the Marine Unit are 24-hour waterborne response to incidents, counterterrorism operations, multi-agency law enforcement
operations with the US Coast Guard, State & Environmental Police, and US Immigration and
Customs Enforcement, investigating marine-related crime, search and
rescue, and boater safety education.
SCITUATE - Not Just Another Harbor – Another World… The Town of Scituate is located midway between Boston and Plymouth. Scituate was incorporated in 1636 and has always maintained a healthy commercial fishing fleet, while being an active homeport for numerous recreational boats.
The Scituate Harbormaster’s Office is staffed year round by three individuals. During the recreational boating season (May 15th – October 15th) the staff is augmented by an additional 11 Assistant Harbormasters. The Harbormaster and his Assistant Harbormasters are responsible for insuring water safety, maritime law enforcement and the assignment of moorings and slips administered by the Town of Scituate.
